Laiwu Vocational and Technical College is a public, full-time general higher vocational institution under the jurisdiction of Jinan City. It fully implements the fundamental task of fostering virtue through education, It has continuously deepened reforms and fostered innovation, cultivating a large number of highly skilled professionals, skilled artisans, and master craftsmen for the nation and society. The quality of its education and institutional strength have earned widespread acclaim from all sectors of society.
The college is a designated institution under the national “Double High” Initiative, the lead institution for the Ministry of Education’s High-Skilled Talent Cluster Training Program, a designated institution for the construction of high-level higher vocational colleges in Shandong Province, one of the first pilot institutions in Shandong Province for the “New Double High” reform to deepen vocational education, a High-Quality Higher Vocational College in Shandong Province, and a Civilized Campus in Shandong Province. It has successively been honored as a National Model School for Digital Campus Construction among Vocational Colleges, a National Demonstration School for Blended Teaching Reform, and a pilot institution for the Ministry of Education’s Modern Apprenticeship System.
I. The college focuses on national strategies, regional development, industrial upgrading, and technological innovation to optimize and adjust its program offerings, ensuring effective alignment between its program chains and industrial chains. The college currently offers 1 national-level high-quality program cluster (Cultural Relics Restoration and Conservation), 5 national-level key programs, 4 provincial-level high-quality program clusters, and 13 provincial-level distinctive and model programs. This has established a program cluster system led by national- and provincial-level high-quality program clusters, with provincial-level distinctive and model programs as the focus, and college-level programs under development as the foundation. The university has successively established the Ministry of Education’s “AI+ Smart Learning” Artificial Intelligence College, a Ministry of Education National Demonstration Virtual Simulation Training Base, 2 national-level production-oriented training bases, 1 provincial public training base for the transformation of new and old growth drivers, and 1 provincial-level demonstration center for basic mechanical engineering experimental teaching, thereby continuously improving the quality of program development.
II. The university continues to deepen reforms in talent cultivation models and thoroughly implements a comprehensive education approach integrating “job roles, coursework, competitions, and certifications,” resulting in a comprehensive improvement in the quality of talent cultivation. In recent years, students have won more than — awards in various national and provincial competitions, with the college’s overall performance ranking among the top in the province for many consecutive years. A virtuous cycle has been established in student recruitment and employment, with steady improvements in key indicators such as admission cutoff scores, freshman enrollment rates, graduate satisfaction, and employer satisfaction with graduates. The graduate employment rate has remained above 95% for many consecutive years. The college was selected as one of the first 100 higher vocational colleges nationwide to receive an “Excellent” rating in the Student Development Index.
III. The college actively collaborates with leading enterprises, and both the college and industry are fully committed to creating a new model of collaborative talent development, continuously improving the alignment between talent cultivation and industry needs. Through close collaboration with industry leaders such as China National Heavy Duty Truck Group, Meinian Health, and Weima Pump Industry, the college has co-established 8 industry colleges and 19 order-based classes. Together, the college and these enterprises jointly formulate program standards, develop curricula, build faculty teams, and cultivate talent, thereby promoting the organic integration and coordinated development of the education chain, talent chain, industrial chain, and innovation chain. The university has taken the lead in establishing multiple municipal and industry-specific industry-education integration consortia, including the National Cultural Heritage Protection Industry-Education Integration Consortium, the National Intangible Cultural Heritage Education Innovation and Development Consortium, and the Jinan Low-Altitude Economy Municipal Industry-Education Consortium, to support high-quality industry development. The university has been recognized as one of the “Top 100 Higher Vocational Colleges for Industry-Education Integration” nationwide.
IV. The college has continuously strengthened organized scientific research, promoted the deep integration of industry, academia, research, and application, and steadily enhanced its scientific research and innovation capabilities. It has established two national-level Collaborative Innovation Centers, one Shandong Provincial Key Laboratory of Powder Metallurgy and Advanced Manufacturing, one Shandong River and Wetland Ecology Research Institute, 11 provincial-level innovation platforms and R&D centers, and one Jinan Municipal Academician Workstation (the only one among municipal universities), as well as the Qi Great Wall Cultural Research Institute. The college has received 17 Provincial Awards for Outstanding Scientific Research Achievements, 9 Provincial Social Science Achievement Awards, and 1 Provincial Water Resources Science and Technology Award. It has obtained 953 national patents, including 159 invention patents. In —, the college was approved as a host institution for the National Natural Science Foundation of China, marking a major breakthrough in the development of its research platforms.
V. The college has fully integrated high-quality resources and expanded channels for community training, resulting in a continuous enhancement of its capacity for community service. It is committed to building a high-quality and efficient community service brand, conducting nearly — person-days of community training annually and continuously contributing to regional development. The college has been designated as a National Smart Manufacturing Vocational Skills Assessment and Examination Center and a Shandong Provincial Training Base for Cultural Heritage Preservation Skilled Personnel, among other honors. Actively serving the national strategy of rural revitalization, the college took the lead in establishing the Jinan Rural Revitalization Industry-Education Integration Consortium. It has been recognized as a National Demonstration Base for E-commerce Talent Development in Rural Revitalization, a Shandong Provincial Model Vocational College for Rural Revitalization, and an Advanced Collective for Rural Revitalization in Jinan. Through its on-campus Red Cross Society, the college provides public emergency first aid training to the community and has been honored as a National Model Red Cross Unit and a National Pilot School for First Aid Education. In recent years, the college has consistently hosted various high-level competitions, training programs, and conferences, receiving widespread acclaim, and its social influence and reputation have continued to rise.
VI. The college adheres to the principle of “education aligned with industrial output” and “school-enterprise collaboration,” actively serving major-country diplomacy and international industrial capacity cooperation, thereby enhancing the quality and efficiency of international exchanges and cooperation. In collaboration with Rojoa University of Applied Sciences in Finland, it co-founded the Sino-Finnish Health and Wellness College, which received formal approval from the provincial government and achieved full enrollment in its inaugural year. The college established the Palestine Banmo College to proactively support the “Belt and Road” Initiative. It took the lead in forming the Southeast Asia Vocational Education Overseas Alliance, opening three overseas campuses in Thailand, Indonesia, and Morocco. The college has exported three professional standards, 22 curriculum standards, two occupational standards, and four textbooks, attracting 299 international students to the campus for exchange and study. The university has been recognized with the China-Thailand International Cooperation in Vocational and Technical Education Outstanding Contribution Award, designated as a “Star-Rated Institution” in the Asia-Pacific Vocational College Influence Index, named a “Model Institution for International Exchange and Cooperation in Vocational Education” at the Boao Forum, included among the first batch of institutions in the “World Atlas of Vocational Colleges and Technical Universities,” and selected as one of the first pilot institutions for the “New Era College Student International Employability Development Program,” among other honors, demonstrating its continuously growing international influence.
