About the university
Heilongjiang University of Finance and Economic is located in the University Town of New District, Harbin City, Heilongjiang Province. It was established in April — and was initiated by Heilongjiang Deqiang Industrial Group for investment. Its initial name was Harbin Deqiang Vocational College. In September —, it was approved by the Ministry of Education to become the first independent private ordinary undergraduate institution in China and Heilongjiang Province. It was renamed Harbin Deqiang Business College. In April —, it was renamed Heilongjiang Finance College. The school earnestly implements the Party's educational policy, adheres to the socialist educational orientation, fulfills the fundamental task of fostering virtue and cultivating talents, and is based on the "local, applied, and open" educational positioning. It adheres to the educational philosophy of "deepening foundations, innovating mechanisms, enhancing quality, refining characteristics, and opening up development", aiming to serve for development, seek support through contribution, scientifically plan the school's development, carry out industry-university-research cooperation education, cultivate and refine the school's educational characteristics, forming a comparative advantage and characteristics in cultivating application-oriented talents in finance-related fields, and striving to move towards the goal of building a distinctive first-class applied finance university. The school is a local applied undergraduate college mainly focusing on economics and management disciplines, with the coordinated development of economics, management, engineering, literature, law, art, general education, Marxist studies, and physical education and military education departments. It has 10 teaching units, including the School of Economics, School of Accounting, School of Finance, School of Management, School of Financial Information Engineering, School of Humanities, School of Art, General Education College, School of Marxism, and Physical Education and Military Education Department. It offers 33 undergraduate programs covering economics, management, engineering, literature, law, and art. Currently, there are 587.5 full-time teachers, — full-time undergraduate students, and a student-to-teacher ratio of 21.44:1. Among them, there are 477 full-time teachers, accounting for 81.19%. The school began to independently set up the Party committee in February —, with organizational affiliation under the Provincial Committee of Education. Currently, it has 8 Party branches, 3 directly affiliated Party branches, and 45 grassroots Party branches, with 762 Party members.
